I have a DriveStation Axis Velocity - HD-LX3.0TU3 that will only beep when I connect it to my two windows 10 systems. The usb 3.0 cable is brand new. When I connect the drive to the computer the green light on the front of the hdd enclosure  flashes and there is a beeping sound. The drive will not show up on the computer at all. After flashing and beeping for a little while it will stop. Is the drive dead or is something else going on?

It sounds like it's like a failed drive.
