The user manual and the software do not match when it comes to shutting down the LS-WX models. The manual describes a shutdown method using either the NAS Navigator or the web-based administration tool. Neither of those interfaces has a shutdown choice. There appears to be a way to RESTART the LS, but no way to actually shut the system down using the software.

Are there any plans at Buffalo to fix this rather glaring failure of desired functionality?

This unit has been discontinued so it is unlikely this feature will be added.

The method outlined on the manual is for the LS-XL model which is the range product range as your device.
