Has anyone ever gotten web access to work?

rt ac68u Asus router behind att uverse modem.  Set up per every set of instructions out there, including what I've found on these forums. Port forward 9000 internal and external, program works beautifully when connected to my network but absolutely no access when I'm out and about, on either my note 5 or my lap top.  Been working my way through this for a month, maybe longer and I'm out of ideas.

Everytime I check Port 9000 with a port checking tool it says Port is closed yet when I access my network through home network, the port shows and it's allowing me access.

I have made exceptions in every firewall insurance I can find and still no luck.
