RAID is not a replacement for a backup! Here's why.

I feel like I've tried everything I could google.  I can log into the NAS when I enter 10.0.1.132 on my browser.
I can see the Windows 10 laptop and it can see the Vista machine as well as the NAS.
I've tried changing the MTU to 1450 using some little app I downloaded.  I also did this:

Control Panel - Administrative Tools - Local Security Policy
Local Policies - Security Options
Network security: LAN Manager authentication level
Set to Send LM & NTLM responses only
set the Minimum session security for NTLM SSP
Disable Require 128-bit encryption
Reboot all machines after making the adjustment.

I tried booting it into safe mode, but still can't see the NAS.

The NAS is visible from 2 mac osx laptops and from the Windows 10 laptop.
Don't know why my Vista is so badly behaved.
I need this connection right now, badly.  I'm in the middle of a project.

Not sure about Vista, but why not map a drive letter to it?

If that's not good, then try turning off AV and firewall and test. If it works, turn one on to see which causes the issue.

Vista was Microsoft's first SMB2 implementation so it was always a bit dodgy.
**A single copy of data, even on a RAID array, is NOT a backup! Hard drive failure is not a question of IF, but WHEN! Don't take my word for it, take Google's!**
