if Fan is not working does it mean the LS-CHL will not ON?

Hi,

My old Link-station LS-CHL (1TB) will not switch ON, and notice that power is working (after measured with a test-pen from power-adapter and USB) but the FAN is not turning.

Is it the fan faulty will prevent the unit to turn on?
Does this mean once I change the Fan the unit will be working?

Thanks and look forward to your answer.

The unit will power on regardless of if the fan is connected or not. You will just get a fan error (E11) if it is not physically connected.

Are you sure the PSU is pushing 12V?
