TS5400R - Cant FTP Over Network

I am trying to ftp into the terrastation over the internet. I have port forwarded it through the firewall and all of that good stuff. But the port still shows closed like the terrastaion isnt using it. I know im doing everything correctly because i have a smaller link station and when i open ftp on there and port forward , it is accessible over the web no problem. Anyone know what could be going on?
