Cannot access the control panel

Hi,

 

I am probably missing something here but I cannot seem to access the control panel to add a new user to the drive (NASNavigator2 - Firm W- 1.60 / Ver 2.51). 

 

I find I can get onto the web screen to login and then when I add my details, it only allows me to change my login details and noting else.
