What transfer rate should I expect from the Buffalo DriveStation HD-CXU2 (disk encryption disabled, NTFS, USB 2.0)?

Depends how many files your transfering, aka: 1 large file or thousands of small files.

 

1 large file should transfer at around 22-25MB/s

Why is TurboUSB needed to achieve a higher transfer rate?

 

I have used other USB 2.0 external hard disks that achieved this level of performance without using any device driver.
