Linkstation LS220DE will not update stuck in EM

I have a Linkstation LS220DE where i added 2 new drives cannot get the unit to upgrade , modifying the LSupdater.ini with special flags debug and NoFormatting = 1 or 0 . I have replaced different drives as well thinking maybe it was a bad drive but no luck. with version 1.78 
errors i get is "partition not found. Aborting firmware update"
if i use version 1.67 it starts to format and then right away i get "format failed. Update aborted"
Any help would be appreciated

i am also using 2 new brand new drives , i tried also 2 x500 gb and 2 x 2tb drives

You probably need to go through the initial setup process before attempting the firmware update.

i looked at that as well , if i have no drives unit boots up right away within a few min and also in EM mode , i cannot get in via browser to do anything or even update the unit firmware , i add disk after making then clean via windows diskpart as well same issue.
There has to be a better way
