NAS Power Management Service

I have two LS 220 on my network.  All is working fine
I notices that NAS Power Management Service is running constantly and using around 10% of CPU(Task Manager)
Disk Activity light on computer constantly flickering even when I am not doing anything but browsing web.
Is this normal?
