Cannot open drive bay "lock" to remove drive on TS3400R

I have a TS3400R. On drive bays 3 and 4, I can open the locking mechanism with a fingertip. But I can't open the locking mechanism on drive bays 1 and 2 to save my life. I can push the "unlock button", but nothing useful happens. I can't swing open the lock mechanism. In fact, I can't budge it at all.

What are my options?
