Power: set to manual

I was having issues with my AC power going out this past week. Today, during down time on the weekend, I came in and connected a USB cable to a UPS unit the Buffalo drive was plugged into. I changed the settings of the Buffalo the local web interface of the unit to bring the unit back online if there is a power failure. After changing the settings and testing the unit by killing the power to the UPS, and restoring the power, the Buffalo drive does not turn back on. I have noticed today the batteries of the UPS are dead and hold no charge but the UPS still distributes power. I have attached a screenshot of the web interface settings for the Buffalo drive.

UPS Settings:
UPS Status: Synchronized Setting Normal
Synchronization with UPS: synchronize with UPS connected to this TeraStation
UPS Connection Type: USB Port (APC Style)
Shutdown Condition when Power Failure:
UPS behavior after TeraStation shutdown: Alive
UPS Recovery function: Disabled


What am I doing wrong?
