TS5800D I45 Recovery failed.

I installing new TS5800D with USB linux.
All hard disk drive are new
After pressed function button, My NAS started recovering I37 but can't complete. Appear I45 Recovery failed on LCD screen.
How to fix this problem?
I tried reformat all hard disk drives and check bad sectors, all of theem are good.
And I use this USB recovery with other NAS (TS5800D), It still working normal
