Porta 21 in FTP LS-CH1T??

Needed help on FTP ... I have a router on the same network server (QONE-SQ201), working with this servdor on port 21 can also work on port 21 to the LS-CH1T buffalo? If not as I do in firewol level doors?

The default port is 20 or 21.

Filezila I use FTP, port 21 placed in the inner door 21.21 and 21.21 and have attached the external ip to the respective disc. But it does not work. I'm doing this well? Or do I have to create an external port type 1066, 1066? Somebody help me here in this setting with the FTP? The disc may have a specific port for FTP? At 20 and 21 non works.
