LS-QVL replace all new 4 harddisks without any old disk?

Hi, I purchased 4 new harddisks to replace my LS-QVL and I don't have the old harddisks

so after I put all of the harddisks in its keep show E06 (Flash in red rapidly 6 times)

and I can't find the device via Nas Navigator at all

so I tried to factory reset by turn off then press function key and hold then power on the press function key again the blue light flashing for a while but go back to E06 again

what should I do next? please help!

update : already follow from this post but still have no luck it stuck at blining blue light for over 30mins turn on and off still E06
