Cannot see files and sub-folders after transferring over from USB drive

Windows 10, Windows 7, and MacOS on the network

Users are able to access the shared folder and can see sub folder, but they cannot see the files in the sub folder.
I am able to see them from my computer  but others cannot.
I have gone through checking permissions and all is fine.
Am very perplexed.
One more thing...if a user creates a folder and uploads files, they can see that, but nothing from the USB drive.
