Blinking Blue power LED never stops

Removed LS-WVL from service for couple of months.  When returned to service I started with only one drive. (drive is good) and powered on.  Blue light never stopped blinking.  Attempted a factory reset per manual.  Power and function lights both blinked blue then both extinguished and power light returned blinking.  After a few moments, power light extinguished and then returned blinking.  This happened repeatedly every minute or so.  Is it toast?  Any other approach to wake it up?
