HD-HC250U2-US external hard drive

Hi, I have a 250GB External Hard Drive that was working fine until i did a USBscrub on my system. Now the drive just trys to start. It makes a whirrling sound every couple minutes.  The computers, 1 is a XP 32 bit, the other is a Win10 64bit and both will not install the drive. Says cannot recognize it.  I think something inside is the problem. Any recommendations on repairs.  Nothing real important on it but would love to access it and back it up.  I just bought a new drive to do it but i guess its too late?
