Navigator cannot find Terastation 3

I am running Nas Navigator 2.69 (latest)
and a Terastation 3 (TS-X2.0TL/R5)
I am also running a TS Pro.

NasNav finds the TS Pro but not the TS 3.I can map drives from both, get web access from both. Everything but Nas Nav. I am also trying to upgrade the firmware on TS3 from 1.55 to 1.61 and TSUpdater cannot find it either.

The submasks on both (and the PC running NN and Updater) is 255.255.255.0
The IPs are unique ... TS Pro is x.x.1.6 / TS3 is x.x.1.8 and x.x.1.9 / PC is x.x.1.5
The workgroups are the same "Home"

I even took TS Pro off the network to see if it would see the TS3... no dice.
I took each one of the TS3 connections off the network ... no dice.

I am running out of ideas.

Turn off firewall? run in safe mode? try another computer?

yes I tried it with no firewall.
tried it in safe mode
and on 3 different computers.

Nas navi detection disabled on the TS III maybe?

if there is a way to tell or change that on the TS III, please tell me how. I cannot find it.

Web GUI ->  Network -> Network Services -> Nas Navi Detection.
