Title: Terastation/linkstation Duo software question

I have run into this problem with my current NAS and want to see if it applies to the Buffalo NAS as well. Does the OS restart when you make changes to the configuration, such as adding a user or add a share?

No, the OS does not restart when you alter a setting.
