Title: FTP stopped working

I created a web site and put it on my NAS..it contains links to stuff I need almost every day..I access this website from my iPad via ftp://username:password@domainfromnoip/folder/folder/index.html
I have been using it for about 2 years...today..it will NOT connect I have been googling all day to try to figure out what happened and I'm getting no where.  Chrome says err_connection_reset, IE says this page cannot be displayed.  My router settings look ok...I'm using noip and things look good there too..I'm stumped...any clues?

Not sure what you mean by locally..but I can not get it by the ftp://address when I am on the same network that the NAS is on and I can't get to it using the ftp://ip.numbers of my NAS either..Chrome also say: Error code: ERR_FTP_FAILED. This is from my wired PC.

when I am on my ipad..I got as far as putting ftp://xxx.xxx.xx.x (ip of NAS) and manged to get a page that said: disk1/  when I clicked on that..I got no where..so it sees the root folder...SOMETIMES

More mystery. At work the link i use when i am on my HOME network worked (it shouldn't) and the link for off network did not. When I'm on home network neither one of the links work.
