Title: WS5400D boots but stays in RAID rebuild and off line

we have several WS5400D's (about ten of them....NEW) if they accidentally loose power or are hard shut down when they come back up they are in constant rebuild mode and off line.  we even tried using the USB drive (that has Windows storage server 2012 on it) to boot to after flipping the tiny switch on the back (USB/HDD)

the screen shows it booting from the USB drive (3.0 usb) but the power button flashes green (even without booting from flash drive flashes green)

For recovery it needs to be connected to a USB 2.0 port, not 3.0

pulled all drives but drive 1 and connected the tiny USB to the 2.0 port per the instructions for the WS5400 flipped the switch to boot from USB ..... hit the power and from the way it looks it wants to boot from the hard drive.  we have three of these that are acting this way, one of which went back as an RMA ........they just dont seem to like to be hard shut down.
