User Authentication Failed when using default password TS3400D

I have reset the default settings several times to try and get access to my TS3400D settings.  It will not recognize the default password and errors with "User Authentication Failed".  I have cleared my cache in my browser, and I am able to use the default password when updating the firmware with the firmware tool, but nothing I've tried works to get access to the settings for the unit.  Anyone have any ideas?  I've tried to SSH using putty to change the password but no commands work.  Please let me know what I could try to "reset" the recognition of the default password when trying to access the settings.  Thanks in advance!

Blank the disks in a PC and reinstall the OS.

I think the manual has instructions for restoring default settings but I don’t know if that includes the admin password.
