I see a spec for Avid that says that when using some cameras as decks for Avid, "Digital Cuts are NOT frame accurate for HDV."

I'm about to deliver a cut to a broadcaster using an HDV tape from Avid as the master.

What does Avid mean by the words "not frame accurate"?

I just know a tool called Final Mate support avchd frame accurate cutting, for HDV,  avid is officially claimed only support GOP accurate.
