LS-XL Can't get firmware to install

Had a HD go kaput on an LS-X3.0TL.  New HD put in, using TFTP the Linkstation will power on, pull the boot files and restart.  Blue light is now solid.   

When it restarts, its not using DHCP, it self assigns an IP of 169.xxx.xxx.xx and a subnet of 255.255.0.0.  LSUpdater.exe will see the drive, but when I try and reload firmware, it can't find the drive to write to it.

and try to flashing the firmware again
