I have set FTP in the device and created a user. I can ftp to the device internally via filezilla but external I cannot connect. (has to be in the routes) I have set a forward of 21 to the device but are there any other high level ports that are used for transfer that I should open for it?

Make sure your ISP isn't blocking port 21. If that's OK you might also include port 22.

on ftp, i get this error,
it connects to the device, but
The data connection could not be established: ECONNREFUSED - Connection refused by server
