Hello:
I have certain large files, that I would prefer to not transfer over our network work. Will the TeraStation 1400r support a direct USB 3 transfer cable from a Windows based server?

What you can do is run a backup to a local USB device.
This backup is definitely readable by any linux machine or another TS. If it is formatted ExFat then windows can read it, but not all units have the ability to format exfat.
