I have two of these same Terastaions and have the same issue. Were you able to get it worked out?  If so can I request help locating this boot image?

you don't need a special recovery image or anything like that for this model.

to get up and running:
1. insert 4 blank drives
2. power on the device
3. wait about 10 minutes for it to boot into em mode
4. download the firmware updater for this device from buffalo's site
5. enable debug mode for the updater
https://buffalonas.miraheze.org/wiki/Enable_Debug_mode
6. run the updater and select all the reformat/repartition options in the debug menu
7. wait while the device installs the firmware and reboots (it will beep)
