Is there any configuration capability for the BS-GU2024? I have my laptop connected and it's assigning a local IP (169.254.192.64) to it but I can't figure out what is the IP for the switch to configure.

All of the BS-GU series switches are unmanaged, there is no configuration for the switch. Your laptop is using an APIPA address.

You will need to have a device with DHCP capabilities attached to the switch, like a wireless router, to get a valid IP assigned to the laptop.
