PCIE2U3 PCIe slot requirements

I have a PCIE2U3 card which states that it has a PCIe x1 version 2.0 interface. I have it connected to a x16 PCIe slot Version 2.0.

 

Problem: I can only achieve speeds of 160MB/s which sugguests that the PCIE2U3 card is using PCIe x1 version 1.0 or 1.1 Interface.

 

NWiNFO32 application confirms that x16 PCIe slot is capable of 500MB/s but is running at 250MB/s

 

Questions: 

1) Does the PCIE2U3 support Pcie x1 Version 2.0?

2) Does it only support PCIe x1 version 2.0 in a version x1 slot?

 

PC spec: Dell 760

I believe this is a intel chipset issue. PCIE2U3 card negotiates to use 500MB/s link in a x16 slot using Intel Q65 chipset.

 

oddly it only negotiate a 250MB/s link with a x1 version 2.0 slot with the Intel Q65 chipset.
