IFC-PCIE2U3 - Poor Speed Performance

I just purchased the buffalo technology drivestation superspeed usb 3.0 pci express 2-port interface card ifc-pcie2u3? from Amazon.  Everything install properly and I verified the power cable was plugged into the pci express board.  The speed performance is poor when i do a transfer.

 

1. 20 mb/sec transfer rate to a ADATA 3.0 16 gb USB Drive

2. 50-65 mb/second to a WD My Book 1130 USB 3.0 Drive

 

I am running a a HP e9280t running Windows 7 64 bit Professional.

 

Any ideas why the transfer rate is so slow?

I would try a bios and a chipset update. After that I would try reinstalling the drivers for the card.
