IFC-PCIE2U3S2 USB 3.0 Interface Card

We bought an IFC-PCIE2U3S2 USB 3.0 Interface Cards to installed in a Dell PowerEdge T310.

The specs for the T310 is:

Quad-core Intel® Xeon® 3400 series processor
4GB, DDR3 RDIMM Memory, 1333MHz, ECC (4 DIMMS)
Microsoft Windows Server 2008 R2 SP1, x64
Two 2TB SATA 6.0Gb/s, 7200 RPM Hard Drives

The install of the IFC-PCIE2U3S2 USB 3.0 Interface Cards in the PCI Express 2.0 slot and the drivers went fine around 03-01-15. We use these ports to connect to USB 3.0 External Hard Drives and only use the port for about two hours once a day for a daily backup.

Within the past week I have had to open the PC and re-seat the card and the power cable, the card is being powered from the PC power supply and not the PCIE slot, in order to get the card to be recognized.

Is there an issue with these IFC-PCIE2U3S2 USB 3.0 Interface Cards or a driver/firmware update that needs to be performed?
