Internationalisation Issues

It would be very good for Buffalo Tech to produce a product that could be used with the same "firmware" in other countries, just as Asus has done for Motherboards, or Microsoft for Operating systems, not mentioning notebook manufacturers.... However  it appears that regardless to the fact that the products have the same names & product identifiers/descriptions in different countries, you can't use the same firmware updates - they're not interchangeable, so a Japanese National living in the US can't update the US version of the same product that may have bought in the US with the Japanese version of the OS, and vice-versa for US Nationals living in Japan... (likewise for UK Nationals).  What is the real rationale behind this action ? Is there some legal reason that we're all not aware of ? 

 

Can someone really come up with a plausible explanation that will stop the question as to why and indeed, more-so why this has only started happening recently ?
