I have a HD-CE500U2-EU external hard drive.

I have a laptop PC with Windows 7

I connected the power cable to the HD device and I could hear the HD start-up with the green light coming on. After about 10 seconds there is a faint noise as if a gear does not engage and then the power light goes off. It's  like an auto shutoff after a power glitch

Is there a way to get the device to start properly and to keep the power on?

Has the power module got a problem and if so , is it serious and will the data be damaged or lost?

How should I proceed to either get the power module fixed or to get the data saved?

Help will be greatly appreciated

It definitely sounds like you have some bad hardware, most likely something besides the power cable/module since you probably wouldn't be getting power at all if that were the case.  The gear noise probably indicates a problem with the hdd.  For retrieving your data you will probably need to contact a business that specializes in data recovery, as recovering through bad hardware can be tricky.
